US domestic transport is regulated by DOT's Pipeline and Hazardous Materials Safety Administration (PHMSA) under 49 CFR. International air transport follows IATA Dangerous Goods Regulations (DGR). Sea freight follows IMDG Code. All three sets of rules must be observed depending on the transport mode.
Lithium batteries are classified under four UN numbers: UN 3480 (lithium ion batteries, standalone), UN 3481 (lithium ion batteries packed with or contained in equipment), UN 3090 (lithium metal batteries, standalone) and UN 3091 (lithium metal batteries packed with or contained in equipment).
Taiwan consumer electronics exports typically fall under UN 3481 (batteries in devices) or UN 3480 (spare batteries). Power banks are UN 3480. E-bikes with installed battery packs are UN 3481. Classify correctly before preparing shipping documentation.
IATA requires that lithium ion cells and batteries shipped by air have a state of charge not exceeding 30% of their rated capacity when shipped as cargo on passenger aircraft. Section I lithium battery shipments require a IATA Shipper's Declaration for Dangerous Goods (DGD). The DGD must identify the UN number, proper shipping name, hazard class (Class 9), packing group, quantity, packaging type, emergency contact and shipper/consignee details. Section II shipments require a Shipper's Declaration for Non-Restricted Lithium Batteries or the relevant carrier-specific form.
Many Taiwan exporters use freight forwarders who specialise in dangerous goods to prepare documentation. Ensure your forwarder is IATA CEIV Pharma or DG-certified. Errors in DG documentation result in shipment rejection, fines and potential criminal liability.
Not all carriers accept all lithium battery shipments. Some airlines refuse UN 3480 (standalone batteries) entirely on passenger aircraft. FedEx, UPS and DHL have separate acceptance criteria and battery quantity limits per shipment. Check the current acceptance policy of your intended carrier before booking.
Amazon FBA has its own dangerous goods programme for battery-containing products. Sellers must submit safety data sheets, UN test summaries and battery certification documents through the FBA Dangerous Goods Review process before products are received at fulfillment centres.
