Japan's Last-Mile Delivery Landscape

Japan's domestic parcel delivery market is dominated by three carriers: Yamato Transport (TA-Q-BIN), Sagawa Express (Hikyaku) and Japan Post (Yu-Pack). Together they handle over 95% of domestic parcel volume. Each has a nationwide network with signature collection, temperature-controlled options and the time-slot delivery system (jikan-shitei) that Japanese consumers expect.

For Taiwan brands fulfilling from a Japan-based 3PL or local warehouse, selecting the right carrier agreement directly affects delivery quality, customer satisfaction and operational cost. Working through a 3PL who already has carrier contracts is the standard approach for new market entrants.

Yamato Transport (TA-Q-BIN)

Yamato is Japan's largest B2C parcel carrier and the preferred choice for most e-commerce platforms. TA-Q-BIN features: nationwide next-day delivery in most regions, six delivery time slots (morning, midday, 2pm-4pm, 4pm-6pm, 6pm-8pm, 8pm-9pm), cold chain (Kuro-Neko Takkyu-bin) and coin-operated locker pickup (PUDOStation).

Yamato contracts are typically available to businesses through 3PLs or directly for accounts with volume above 500 parcels/month. Rates are size-based (60-170 size, measured by total dimensions) and regional. Weight limits per parcel up to 25kg.

Sagawa Express (Hikyaku)

Sagawa is Yamato's main competitor and is particularly strong in western Japan and business-to-business delivery. For e-commerce, Sagawa offers similar time-slot delivery and next-day service in major urban areas. Sagawa's e-commerce API is well-integrated with the major Japanese platforms (Amazon Japan, Rakuten, Yahoo Shopping).

Sagawa is sometimes more competitive than Yamato for heavier items and for businesses with western Japan-concentrated customer bases. Get quotes from both carriers (through your 3PL) and compare based on your customer geographic distribution.

Japan Post Yu-Pack

Japan Post offers nationwide parcel service with particular strength in rural areas where Yamato and Sagawa coverage thins. Yu-Pack is competitively priced for lighter parcels and has convenient drop-off points at every post office (24,000+ locations). For small-volume sellers, Japan Post provides accessible ship-from-store options without volume minimums.

Japan Post international parcels (EMS, airmail, SAL) are also the standard channel for Taiwan-to-Japan direct shipping before establishing local inventory. EMS from Taiwan to Japan takes 3-5 days; SAL (Surface Airlifted) 7-14 days.

Returns Logistics in Japan

Japanese consumers have high return expectations but lower return rates than the US (typically 3-7% for apparel, 1-3% for non-apparel). The standard return mechanism is a prepaid return slip included in the original shipment or issued on request. Returns are typically processed by the 3PL who inspects, restocks or disposes based on your defined policy.

Rakuten Ichiba's standard return policy allows returns within 8 days for products that differ from listing descriptions. Amazon Japan follows its standard return window (30 days for most categories). Communicate your return policy clearly in Japanese on product detail pages to manage expectations.

Setting Up Japan Fulfillment as a Taiwan Brand

The fastest route to Japan fulfillment: (1) Partner with a Japan 3PL with Taiwan brand experience (examples: Rakuten Super Logistics, EasyCross, AnyLogi). (2) Air freight initial inventory to 3PL to test sell-through before committing to sea freight volumes. (3) Set up carrier agreements through the 3PL. (4) Connect your Japan store (Rakuten/Amazon Japan/Yahoo Shopping) to the 3PL's WMS via API.

Customs clearance from Taiwan to Japan for your bulk inbound inventory requires a Japanese importer of record. Your 3PL or distributor can typically act as the importer. Budget for 8% consumption tax on import value and customs duty on applicable product categories.

Frequently Asked Questions

Do Japanese consumers expect same-day delivery?

Same-day delivery is available in major cities through Amazon Prime Now and some convenience store services, but is not universally expected for e-commerce. Next-day and time-slot delivery are the standard expectation for mainstream B2C e-commerce.

Can I drop-ship from Taiwan directly to Japanese customers?

Yes via Japan Post EMS, but 3-5 day delivery times and customs clearance requirements (the receiver may be contacted for documentation) make drop-shipping from Taiwan uncompetitive versus local fulfillment for established brands.

What happens if a Japanese customer is not home for delivery?

The carrier leaves an absence notice (不在票, fuzai-hyo). The customer can reschedule online or by phone, pick up from a convenience store or locker (Yamato and Sagawa both have locker networks), or request re-delivery. Up to 3 delivery attempts are standard.
