Many common consumer products — batteries, cosmetics, cleaning supplies, and electronics — are classified as dangerous goods by Amazon. Here is how to identify hazmat products, provide correct documentation, and manage hazmat FBA inventory.
Amazon classifies products as "dangerous goods" (hazmat) if they contain substances regulated under the US Department of Transportation hazardous materials standards, IATA dangerous goods regulations (for air freight), or IMDG code (for ocean freight). This includes many products that seem entirely ordinary to consumers.
Common consumer products classified as hazmat by Amazon: lithium batteries and products containing them (power banks, laptops, cameras, wireless headphones, toys with rechargeable batteries), flammable liquids and aerosols (perfumes, nail polish, cleaning sprays, automotive products), corrosives (drain cleaners, battery acid, certain industrial chemicals), oxidizers (some bleach products, pool chemicals), and compressed gases.
Why it matters for your FBA operations: Amazon applies special handling, storage, and fulfillment procedures for hazmat products. They are stored in dedicated hazmat fulfillment centers (not all Amazon FCs accept hazmat). Sending hazmat products to a non-hazmat FC without proper documentation causes receiving failures and potentially destroys your inventory.
Hazmat review process: when you create a listing that triggers Amazon's hazmat screening, Amazon places the product in "Hazmat Review" status. You must submit a Safety Data Sheet (SDS) and complete the Amazon Hazmat Review questionnaire before the product can be received in FBA. This review can take 1–14 business days.
A Safety Data Sheet (SDS) — formerly called Material Safety Data Sheet (MSDS) — is a standardized document that describes the physical, chemical, health, and environmental hazards of a substance or mixture. Amazon requires SDS for all products containing hazardous chemicals.
SDS format: must follow the 16-section GHS (Globally Harmonized System) format. Amazon specifically requires GHS-compliant SDS documents. The 16 sections are: Identification, Hazard identification, Composition/information on ingredients, First-aid measures, Fire-fighting measures, Accidental release measures, Handling and storage, Exposure controls/personal protection, Physical and chemical properties, Stability and reactivity, Toxicological information, Ecological information, Disposal considerations, Transport information, Regulatory information, Other information.
Who creates the SDS: the manufacturer of the product or formulation. For Taiwan brands using their own formulations (cosmetics, supplements, cleaning products), your contract manufacturer typically provides the SDS. For products where you have changed the formulation or are the original manufacturer, you are responsible for creating the SDS.
Professional SDS authoring: for complex chemical products, hire a professional SDS author. Cost: $150–$400 per SDS document. For straightforward products (a simple cleaning spray with known ingredients), SDS software tools can generate compliant documents at lower cost.
SDS accuracy: Amazon cross-checks SDS claims against the product's ingredient list and known hazard classifications. An SDS that incorrectly classifies a known hazard (e.g., claiming no flammability risk for an alcohol-based product) will be rejected. Ensure your SDS accurately reflects the product's actual chemical composition.
Lithium batteries — including lithium-ion (rechargeable) and lithium metal (disposable) batteries — are the most common hazmat category for Taiwan electronics exporters. The DOT, IATA, and Amazon all apply strict regulations to lithium battery shipments.
Categories of battery products: standalone batteries (packaged for retail), batteries packed with equipment (device containing a battery, with extra batteries), and batteries contained in equipment (battery permanently installed in a device).
UN numbers: Amazon and air carriers use UN numbers to classify battery products. UN 3481 (lithium-ion batteries packed with or contained in equipment), UN 3480 (standalone lithium-ion batteries), UN 3091 (lithium metal batteries with equipment), UN 3090 (standalone lithium metal batteries). The UN number must appear in your SDS and shipping documentation.
Watt-hour (Wh) limits: IATA restricts lithium-ion battery air shipments by watt-hour rating. Batteries under 100Wh per cell and 300Wh per battery can be shipped by air with certain conditions. Batteries exceeding these limits require cargo-only aircraft or surface transport. This directly affects how you ship battery products from Taiwan to Amazon FBA warehouses.
Amazon FBA battery storage: Amazon stores battery products in dedicated hazmat FCs. Your seller account must have hazmat approval before sending battery products. Submit your SDS and complete the Amazon hazmat questionnaire for each battery-containing ASIN through Seller Central > Manage FBA Inventory > Manage Dangerous Goods Classification.
Many cosmetics and personal care products are hazmat due to flammable ingredients: perfumes and colognes (ethanol content), nail polish and nail polish remover (acetone, ethyl acetate), hair spray and dry shampoo (propellant gases), and certain skin care serums (high percentage alcohol base).
Supplements: most dietary supplements are not hazmat. However, supplements containing certain minerals in high concentrations, or products with oxidizing properties, may trigger Amazon's hazmat review.
Cleaning products: any cleaner containing bleach (sodium hypochlorite), concentrated acids or bases, or flammable solvents is hazmat. Even "natural" cleaning products with high citrus oil concentrations can be classified as flammable liquids.
Documentation for cosmetics: Amazon typically requires that cosmetics brands complete the Product Safety and Compliance Checklist available in Seller Central. For cosmetics triggering hazmat review, provide the SDS plus supporting documentation about specific ingredient concentrations.
Non-hazmat alternatives: if your product is classified as hazmat due to its formulation, consider whether a reformulation is feasible. Replacing an ethanol base with a water base in certain skincare products can remove the flammability classification. Switching from pressurized aerosol to pump spray eliminates the compressed gas classification. These changes require repackaging investment but eliminate the ongoing hazmat compliance burden.
Amazon limits the amount of hazmat inventory any single seller can store in its hazmat fulfillment centers. Limits are set by hazmat type and storage tier based on your seller account history and sales velocity.
Initial hazmat allowance: new hazmat sellers start with limited storage capacity (typically 60 days of supply or a specific CBM limit). As your sales history and compliance record develop, Amazon may increase your hazmat storage limits.
Splitting hazmat and non-hazmat inventory: when creating FBA shipment plans, Amazon automatically routes hazmat products to hazmat-capable FCs. You cannot combine hazmat and non-hazmat products in the same FBA shipment if they are being routed to different fulfillment center types.
Higher FBA fees for hazmat: hazmat products incur slightly higher FBA fulfillment fees due to the additional handling requirements. The hazmat fee surcharge varies by product size and hazmat category — plan for an additional $0.06–$0.16 per unit over standard FBA rates.
Inventory check: before listing any new product on Amazon FBA, run it through Amazon's Dangerous Goods (Hazmat) Identification Process (the review questionnaire in Seller Central). Discovering a product is hazmat after shipping 500 units to a non-hazmat FC results in the shipment being refused and returned at your cost.
In Seller Central, before creating an FBA shipment, complete the Dangerous Goods (Hazmat) identification process for your ASIN. Amazon provides a questionnaire asking about the product's flammability, battery content, chemical composition, and other hazard factors. If you answer "yes" to any hazard indicator, the product enters hazmat review. Alternatively, submit an SDS proactively for any product with chemical components.
Yes, technically. Any product containing a lithium battery is subject to hazmat regulations, even very small batteries. However, Amazon and IATA have simplified procedures for very low-capacity batteries — products containing cells under 1Wh with batteries under 2Wh qualify for simplified hazmat documentation. The same 16-section GHS format SDS is accepted in all three marketplaces. Ensure language requirements are met: Amazon US accepts English SDS. Amazon Japan may require a Japanese language SDS or at minimum a Japanese-translated hazard section. Amazon Australia accepts English. When submitting to multiple marketplaces, verify each marketplace's language requirements.
Amazon will place the shipment in "Blocked" status and reject receiving. You will receive a notification in Seller Central requesting documentation.
